The Land Conservation and Development Commission (LCDC) is considering the adoption of amendments to Part Three of the Oregon Territorial Sea Plan (TSP), the Rocky Habitat Management Strategy. The proposed amendments would update the administrative rule that governs the Territorial Sea Plan - OAR Chapter 660, division 036 – which incorporates the TSP into rule by reference. The proposed amendments are focused on site management designations resulting from a multi-year amendment process stewarded by the Ocean Policy Advisory Council (OPAC) in collaboration with the Department of Land Conservation and Development (DLCD). This amended rule is intended to balance rocky ecosystem conservation with appropriate use as provided in Statewide Land Use Planning Goal 19, the Oregon Territorial Sea Plan, and the Oregon Ocean Resources Management Act, by amending Appendix E to add the site management designations. The recommendations are to establish Marine Conservation Areas at Ecola Point, Cape Lookout, Fogarty Creek, Cape Foulweather, and Blacklock Point and a Marine Garden at Chapman Point.
The Department of Land Conservation and Development is soliciting public comment regarding the rule amendment.
